From looking at the information, two scenarios come to mind:

1): Those who did not apply for or accept compensation from the fund did so to give themselves room to sue the airlines and the government for what happened on 9/11 and press for answers (e.g., Ellen Mariani). Accepting the money would've hindered their chances to hold the relevant parties accountable, which is why they refused it.

2): Those who did not apply for or accept compensation from the fund felt that they suffered no serious losses from 9/11 and thus the money wasn't needed. Some may not have qualified for funding, anyway. They also probably didn't care that they wouldn't be able to go after the government and the airlines for what happened on 9/11 under this fund, so enrollment was no issue. Money talks, after all.

In my opinion, I think we're seeing a combination of both here.
